Good question, the second one (你们有牛肉吗?)
is correct, and the first one is WRONG, Don’t
use it.

In Chinese, the ‘吗’ must be put at the end
of a question sentence, you can check

And I give you more, you can use

你们有没有牛肉? Do you have beef (or not)?.

this way is more popular in
oral Chinese, and we don’t need
put “吗” at the end of sentence.

I think I need give you a suggestion what my english teacher told me
, “When you learn a foreign language you need to forget you mother language first”,
For the sentence “你们有牛肉吗?”, you cannot translate it into english one word
by word, because the grammar is different . the ‘吗’ is no means “Do”.

你 们 有 牛肉 吗? you are having Beef Do ? ( Not Make Sense in English) 你 们 有 牛肉 吗? ENNTAA AAANDAAK LAAHMA ? (Make More Sense In Egyptian)

Please Mr Joey Look at the Following Table To see How Egyptian Language Is Equivalent To Chinese In Some Questions as Following :

Chinese Word = Egyptian Word = English Word

你 = ENNTAA = You

们 有 = AAANDAAK = are Having

牛肉 = LAAHMA ? = Beef Or Meat

吗 = No need To put it in Egyptian sentence = Do
