I guess “shuo” means to say and “gao su” means to tell, but as far as I know you can’t say " wo shuo ni" as I say to you in Chinese. Is that " wo he ni shuo?"

Good question!
A:shuo means say /speak.gao su means tell
B:example"wo hui shuo zhong wen", that means “i can speak Chinese”
“gao su wo wei shen me”.that means" tell me why"
C:when you want to say"i said to someone". Be careful.we have a sentence pattern
which is “wo gen someone shuo”.gen means “to/towards”
Example:wo gen ma ma shuo.wo yao chi kFc.
I said to mum. I want to eat KFC.
