What does Mandarin mean? The same as Chinese or a specific language?

Mandarin is Standard Chinese. The are many chinese dialects such like Henan dialect and Sichuan dialect. Mandarin is a kind of dialect based on Beijing dialect and selected to be the standard Chinese by chinese government.
