说来说去 shuō lái shuō qù does indeed mean to say over and over again, lik Jane said.

Example:

我对孩子说来说去’刷你的牙齿!’，但是他不听！
wǒ duì hái zi shuō lái shuō qù “shuā nǐ de yá chǐ!”，dàn shì tā bù tīng！
