Benny, what does 太搞了 literally means in “放下来 放下来 太搞了”?

Maybe she is annoyed that they are gaining attention from people around because the man with her is having lunch with handcuffs on. Especially when he picks up the glass of wine, his hands go high up in the air.

I believe the character here is not correct, it should be “高” not “搞”
太高了 = too high
