Hi Benny, take a look at the following piece of dialogue that I picked from a Chinese TV drama:

我和尹丹从小就生活在同一个大杂院里
从我懂事起
又一块上小学 中学
我们都很清楚
对于一个没有背景
父母都是工人的家庭
想要有良好的前途
唯一的希望就是考上大学
八年前 我考上了大学
而尹丹却落榜了
一年后
尹丹凭着漂亮和天生的嗓音
考入了市越剧团
而我毕业后
和大学男友于文成
分配到了市文化局工作
这时的尹丹
也成了市里有名的越剧皇后

In several places of the above dialogue, you can see the word “市”, e.g. in “考入了市越剧团”, “分配到了市文化局工作” and “也成了市里有名的越剧皇后”. Generally it means “city” or “town”, but from the context above, it seems that it doesn’t mean “city” or “town”. What does it mean?

Also another example:

又开会了
我估计 还是副局长人选的事
那市里派人就赶快来嘛
开什么会
