Is it true as I have read it over the internet that when you have two 3rd tones in a row in a sentence the first 3rd tone is changed to a second tone and the 2nd 3rd tone remains the same? Like Ni3 hao3 ma? Would it be pronounced ni2 hao3 ma?

Yes, that’s right. This is one of the rules of Chinese Pin Yin.
