Hi Benny, take a look at the following sentence:
….强调从战略高度看待和处理两国关系
Does the above sentence means:
“Treat the relations between two countries from a strategic point of view”
OR DOES IT MEAN:
“From a strategic point of view AND (和) treat/handle a relationship between two countries.
The 和 is confusing me, does it mean “and” over here or does it mean “with” like in “treating the relation with the strategic point of view”?

“和“ in Chinese means “and”, if you want to say"with" in a English sentence like " i write this article with this pen", we use “用“ means”with".
