Hi Benny, take a look at the sentence below which is from an article about Line 5 subway construction in Beijing:
复八线建设时，尽管进行了调整，但是，由于系统复杂、造价高、体量大、用电多，造成运营能耗大。
What does the last part of the sentence 造成运营能耗大 means?
