What does 供电部门直接抄表到户的 means in the following sentence:
受困供电紧张的广东干脆规定，从12月1日开始，由供电部门直接抄表到户的城乡居民住宅用户，月用电量超过300千瓦时部分，将不再享受按原价优惠10%收取电费的优惠。

There is an electronic meter installed in every family, we read the number at the end of the month, than submit to the agency, the the agency will submit to the government.
Therefore as in “供电部门直接抄表到户的”, in this case, the government will directly send their employees to people’s house to get the numbers from the electronic meters.
